That only would have happened if the format was interrupted in progress and your drive was scrambled and in turn erased everything. I don’t believe there is a way to fix this on that HDD (Hard Drive). You could try purchasing a new HDD, replacing the one you have now and the formatting that one to your playstation. you’d need a 2.5 sata drive. you can find them on eBay.

If it’s been used by a third party (the guy before you) then there is a very large possibility that he was caught cheating (hacking) by Sony Playstation. The penalty for which is immediate termination of your PSN account and your Playstation’s Serial number is saved to PSN’s network and that Playstation is completely unable to ever connect to PSN again.
