These are the countries available (officially supported) when signing up for Playstation Network (PSN). The country you choose determines various validation rules for steps in the PSN sign-up process–for example minimum age requirement or valid residental address.
Although it is against the terms and conditions to provide incorrect information, there are guides elsewhere online for signing up with a different country (e.g. creating a US account) to allow you to use the PSN.

Update: I’ve just checked the account registration through PS Store for PC and oddly the list of countries is shorter! If a country listed above has a star/asterisk then it is available when signing up via the online store.
